The state budget has been a source of contention and an approval is required before any money may be spent. Illinois lottery has reassured players that their money is available and will be paid once the state Legislature has been resolved.
“Payment delays will occur because there currently is no legal authority for the Illinois Comptroller or the Illinois Lottery to issue checks,” the Illinois Lottery said in a statement. “Please note that the funding to pay winners exists, but the legal authority to issue checks does not.”
Payments have been delayed as of July 1, 2015 and winnings will be paid out once a state budget is agreed upon.

This now sounds like what California is doing. I heard that there is some kind of hold up on the budget right now and people are getting these government IOU checks. Man that really sucks. But as long as they say they can pay once the budget goes through then that's cool. You can just look at it as if it was in your savings account. You know what would be great? You know if you own the government money, being tickets, taxes etc, they always charge you interest or a percentage for late payment etc...what if we could do that to them! If you win a lottery and they can not pay you right now then you would be able to charge them late fee or a percentage to not having there books together or even better the tax percentage paid on winnings are lowered by a few percentages! Hint hint...that would just be a dream.
