The Netherlands State Lottery (Staatsloterij) and charity lottery De Lotto are considering coming together to merge the Dutch online gaming market including legalization to widen the market to include online gambling set to occur in January 2015.
Merging the two lotteries would allow them more power to compete in the new market.
The companies have met to discuss their options in secret.
"We are exploring possibilities for cooperation in order to achieve efficient management and sustainable business which contributes revenues to the State and, where possible, civil society," said Staatsloterij spokesman David Selier.
